Un Licensed Auto Repair in building not zoned for this use. Operating without a license parking cars all over the sidewalks and in the no parking anytime zone, blocking the lane of traffic on this two way block. Pedestrians cant use the sidewalks and cars block the crosswalks. PPA and PD both refuse to enforce parking. L&I refuses to shut them down.
