If you have a committee person, get him/her involved. Keep calling the councilwoman. Take photos. Contact the mayor's office, by snail mail. Send Mayor Nutter and Marian Tasco a petition. Contact the Phila. Parking Authority who may send someone out to ticket, or may not, depending on whether the owner is connected. Basically, just be a thorn in everyone's side until someone takes steps to fix this problem. Unfortunately, it will still take forever. Eventually, you may find someone who can hear what you are saying and agrees that is it a problem.
We went through this a couple of years ago on my block. It was extremely frustrating to learn how the law doesn't apply to everyone.

the truck was ticketed the day after i posted the issue on your site. the owner of the vehicle has moved the truck and has not returned. hopefully this issue is resolved. thanks!
