Thank you for noticing. We are filling with flowable fill the dead-end culvert that exists under the intersection of Orange and Grove ahead of the Farmington Canal Phase IV project. Once FCIV constructs a ramp from the canal line back up to grade at Grove St, it will be very difficult to inspect the condition of the galvanized steel culvert so we are preemptively filling it so that it does not corrode and collapse unnoticed in the future.

It was unfortunate that the FBI building had to interrupt the Farming Canal, since its fixing up has proven so nice.
The sheer magnitude of concrete (or flowable fill) seemed like a security measure for the FBI to further reduce use of the canal. But you say there will be a ramp at Grove Street, so that's good.
Being an architect, and assuming it is concrete, concrete is not a good vapor barrier to prevent corrosion.
